BHORE COMMITTEE (1946)

The government of India in 1943, formed a committee called as Bhore Committe or Health Survey and Development Committe. This committe is form to make recommendation in health care setting. In the plan, whole health care was assessed, major health problems and scope of health care administration is assessed. 

The committee was chaired by Sir Joseph Bhore, it has one advisory committee. The advisory committe is composed of members of various health care department, people who engage in health care activities so as to develop a network and close liasian between each of them.

The Bhore committe deals with five major subjects, 
  1. Public health 
  2. Medical relief 
  3. Professional education 
  4. Medical research 
  5. Industrial health 
The committe then does the survey of defined objectives and goals for 2 years then presented the results. The committe said that, the preventive health work is important and it should go side by side with the treatment and other health facility.

Major recommendations of Bhore committee was, 

Integration of preventive and administrative services at all levels of administrative levels 

Proposed PHC formation in 2 stages, 
  • Short term measures 
  • Long term measures 
Short term measures 

-- One primary health care given to population of 40,000 people. The PHC are suggest to have following criteria, 

2 doctors 
1 nurse 
4 public health nurse 
4 midwives 
4 trained dais 
2 sanitary inspector 
2 health assistants 
1 pharmacist 
15 class IV employees 

Long term measures and programmes 

-- To form primary health care unit with 75 beded hospitals for 10k to 20k population 

-- Secondary unit with 650 bedded hospital, 

-- regionalized district hospital with 2500 bed hospital 

-- Present 3 month training programme in preventive and social medicine so as to prevent disease and health problems
