Garbage Can Model

The Garbage Can Model, also known as the "Multiple Streams Framework," is a decision-making model that was developed by Michael D. Cohen, James G. March, and Johan P. Olsen in the late 20th century. This model offers a somewhat unconventional approach to understanding and explaining how decisions are made within organizations, especially in complex and unpredictable environments. It assumes that decision-making is not a neat, rational process but rather a somewhat chaotic and opportunistic one.

Problems: In this model, problems are not seen as neatly defined issues or challenges that need immediate solutions. Instead, problems are seen as loosely connected streams of issues and uncertainties.

Solutions: Solutions in the Garbage Can Model are not well-structured responses to problems. Instead, they are often pre-existing ideas, projects, or potential solutions that have been developed or proposed independently of specific problems.

Participants: Decision-makers and actors within the organization are seen as independent, with their own agendas, interests, and priorities. They may not necessarily be focused on solving a specific problem.

Choice Opportunities: The model posits that decision-making is more a matter of coincidence than a deliberate process. Decision-makers will sometimes connect problems, solutions, and participants in a somewhat random or opportunistic manner.

The Garbage Can Model suggests that decisions occur when these elements align in a somewhat haphazard way. For example, a problem might receive attention when someone comes across a potential solution, or a decision may be made when the right participants happen to be in the same place at the same time.

This model is particularly useful for understanding decision-making in organizations where there is a high degree of uncertainty, multiple issues at play, and decisions may seem to be made in a somewhat chaotic or non-linear fashion. It's often applied to complex organizations, such as universities or government bodies, where various streams of problems, solutions, and participants intersect in unpredictable ways.

The Garbage Can Model challenges the traditional rational decision-making models and highlights the importance of recognizing that not all decisions are made through a structured and linear process, but can sometimes be the result of chance encounters and the mixing of multiple factors.
